District of Columbia Strategic Workforce Investment Plan Stand-Alone Modification The District of Columbia (District) implemented the Workforce Investment Act of 1998 (WIA) on July 1, 2000. A stand-alone modification to the District's Strategic WIA Two-Year Plan, including attachments, has been developed to provide a framework for the delivery of employment and training services, covering the period of July 1, 2009 through June 30, 2010. Each state is required to submit a plan outlining how it intends to make such changes in order to be in compliance with the Act.
