| Job Training Under the WIA
The Workforce Investment Act (WIA) was signed into law by President Clinton on August 7, 1998, and became mandatory in all 50 states and the District of Columbia on July 1, 2000. It requires that workforce development services be delivered through a "One-Stop" system designed to provide a full menu of job training, education, and employment services at a single neighborhood location. At a single center, adults, veterans, dislocated workers, and youth receive:
- Skills assessment services
- Information on employment and training opportunities
- Unemployment compensation services
- Job search and placement assistance
- Up-to-date information on job vacancies
The legislation changes the manner in which vocational training services are provided to the community. Those seeking skills training leading to employment and self-sufficiency will exercise much greater control over the process than they have in the past, by taking responsibility for choosing the training programs and services that fit their needs. The District of Columbia and all other states are required to maintain a single, comprehensive list of training providers meeting certain eligibility criteria, and those seeking training may select their own training institution from among those on the list. The District of Columbia Department of Employment Services, working in conjunction with the DC Workforce Industry Council (DC WIC) will be maintaining a roster of training providers from which qualified customers may choose. To be included on this list, each school or institution must submit an "Application for Training Provider Certification" to DOES. |
