Description:
This position is located in the Office of the Deputy Mayor for Planning and Economic Development. The Executive Director of the DC Workforce Investment Council (DC WIC) in collaboration with the Deputy Mayor for Planning and Economic Development, the Director of the Department of Employment Services (DOES), and the Executive Committee of the WIC, assumes primary responsibility for developing workforce development policies and initiatives for the District of Columbia, and spearheading the development, implementation and continuous improvement of an integrated and effective workforce development system. This system has as its foundation, broadened private sector participation, increased public input and support, and improved performance/accountability systems.
The federal Workforce Investment Act of 1998 (WIA) serves as the WIC’s blueprint for revitalizing the local workforce development system and improving the business sector’s access to skilled workers by providing job seekers with the information, guidance, training and job search assistance needed to be competitive. The resultant systems are structured to streamline services, empower job seekers, provide universal access, increase accountability and allow States increased flexibility in providing workforce development services. WIA very clearly strengthens the role of the private sector and State and local boards in reshaping workforce development systems.
The major areas covered are organizational planning, organizational development, employment, literacy training, employee relations, compensation, benefits, safety and health, employee services, and the development of workforce practices and objectives that will provide a balanced program throughout the District of Columbia. The WIC Executive Director, who reports to the Chair as the ranking executive, assists and advises senior management, elected officials, agency heads, and senior staff on regional workforce development issues.
Background / Prior Experience
Desirable candidate should possess affiliations with successful associations, organizations, and companies demonstrating proven experience in the workforce development arena. Have expert knowledge of employment, organizational planning, and training and development. Well developed administrative skills. Strong management skills and experience in working with various projects.
The candidate should have superior interpersonal skills and able to get along with diverse personalities, tactful, mature, and flexible. Good communication skills.
